New T2P - How do we create Users for MAT schools

We are a MAT. Each school has its own MIS system. How can we add Office Staff on another schools MIS system to our T2P Users? ie do they need Employment status on our MIS system, or can we just create a Personal Details record?

This also applies to external sports coaches who use T2P. Can we have a facility to add 'Other non-sims' Users please?
