I think this is an interesting thought. a UX/UI revamp with the whole Groupcall platform may be more beneficial. In doing so, reducing the steps taken to access different aspects of the system. The rule usually would be - if you cannot get into the desired tab in 3 clicks then it is too many steps and will start to create a disconnect.
In relation to Advanced Messaging - the look and feel could be improved by making it look less chaotic/messy. There's a lot of information on this page including all the categories on the left but also the messaging types and tab to change your messaging to cost effective etc. Could this be simplified and have a settings cog for any customisation/changes to how messages go out. Furthermore, is there a less messy way of displaying who you can contact.
Realistically, the hit you want with this is that you can see what you wish to send out a communication at a glance. Having a more modern and a bit more spacious look may also help. Accessibility also has to be considered. This may be useful when it comes to accessibility in public sector: https://www.gov.uk/guidance/accessibility-requirements-for-public-sector-websites-and-apps
