Allow local authorities to message leavers and provisional pupils

We have the Groupcall Local Authority version, which allows you to message pupils in all schools, without needing to login to each school one by one. This is a massive time saver, when sending out messages from the authority.
However, in the Local Authority version, filters aren't available for provisional pupils or non-current pupils(leavers). This means we can't message leavers or provisional pupils from the Local Authority version, we need to switch schools each time, to send these messages, which is time consuming.
Examples of when this is needed:
Local authority wants to message all parents with a form to apply for school transport for next session. We need to be able to message provisional pupils for this type of message.
There is a careers fair and we would like to send this to 5th and 6th year leavers.
